Building Collapse: Lagos Demands Integrity Test On Buildings by cyborgng: 11:09am On Mar 23, 2016
Piqued by frequent cases of building collapse and unnecessary loss of lives and properties, the Lagos State Government has advised property owners, especially distressed and dilapidated buildings in the state to ensure that integrity and stability tests are conducted on their building to prevent tragedy.

The acting general manager, Lagos State Materials Testing Laboratory (LSMTL), Rasheed Teslim Balogun, who stated this during a visit to the site of a partially collapsed building at Alli Close, Mile 12, Ketu at the weekend stated that the agency will conduct a non-destructive test on the building.

According to him, a study of the structural elements of the building will help to examine and confirm the stability and the integrity on the remaining structures of the partially collapsed building.

He urged all builders in the state to work with the agency by conducting necessary tests before embarking on construction and ensure that standard materials are used for construction.

Balogun who implored all builders in the state to abide with standard specification for the construction of any building, maintained that the ongoing integrity test on all buildings at the Lekki Gardens as directed by Governor Akinwunmi Ambode will be completed this week.

The LSMTL boss said his agency has issued ‘stop-work’ orders to some site contractors and engineers across the state until necessary certifications were done on the various materials used for their construction works.

Balogun said he gave the order while inspecting some construction sites and requested for the result of a soil test on the site from contractors handling the projects.

He appealed to all stakeholders in the built industry to do the needful by complying with all laws guiding construction processes especially the certification of building materials by the agency, reiterating the administration’s stance on accountability.

Those living in buildings built by the Lagos state government, LSDPC should also demand integrity tests on those rickety looking buildings.

Many clients most times do not believe in using professionals. They attach great value to quacks and to finishes than to the right professionals and the structure itself.
Nigerian Professionals are amongst the best. It is not an easy feat to read engineering for instance in a Nigerian university and pass.

However, it is always good to use a specialist for each aspect of the work. Don't use an Engineer to do the architecture and don't use an Architect to do piling.

Yes, because the landlords of dilapidated buildings didn't have the funds to fix their buildings, but instead will spend the money on tests that show what we already know... Carry on sha.

Building Materials Testing is a GOOD THING........ when done with HONESTY of PURPOSE!

The problem Lagosians have with the Laboratory is when they try to EXTORT Home owners and Contractors, by CHARGING SUCH PEOPLE FOR A SERVICE WHICH OTHERWISE IS DESIGNED TO BE FREE AND VOLUNTARY!

I am for compulsory testing of all Buildings (Under construction, New and Existing) but the Govt of Ambode MUST come out openly to state that it is FREE ........... and if Money must be charged at all, it should not be more than #5,000 per Flat (so that everyone pays PROPORTIONATELY to the VALUE of their Building => 2 Flats = #10,000, 8 Flats => #40,000, e.t.c) for NEW Buildings, and a Flat fee of #15,000 for all "existing and occupied" Bungalows, with a subsequent #10,000 for each and additional floor after the ground floor (Old and existing Buildings only).

If these price regime is initiated and enforced, without the Materials Testing officer trying to extort Lagosians, l am sure everyone will like to know the "level of integrity" of their building.

Govt should also make the BENCHMARK/STANDARD OPEN for all to see so that everyone knows that we are all being put to the same yardstick and some staff of the Agency do not take advantage of the ignorance of the less educated/privileged in our environment.

Issokay, Governor Ambode.... WHAT DO YOU SAY TO THIS?

Nigerian Professionals are amongst the best. It is not an easy feat to read engineering for instance in a Nigerian university and pass.

these same Lagos state government materials testing agency 2 years ago asked my father to pay 400k for integroty testing of his 4 story building that's is 100k per floor. This is for a building with no obvious defects and not dilapidated.

I wonder they criteria they use to select which building to test.

they are bloody scammers.

I guess that is the problem with most laudable Govt laws: They try to make money out of the citizens, for every good law they make!
But they forget that the citizens are also going through hard times.
How much will remain to build house when Material testing already collect such huge amount?

I have never done any Soil Test for anyone except one Nairalander who is a Military Officer. In that case self, I simply recommended a Soil Expert who did it and gave him the result. I don't do soil test because it's not my line. I am a Structural Specialist!!

Engr Opalu has done several work for companies and individuals that I know. When and where did he not do a good job on soil test? Soil test?? Anyway, you are entitled to your opinion but NOT Engr Opalu will do a shady work-his experience counts.
