First let's understand that PMB said that BH had been " technically" defeated. He explained this as meaning that they could no longer acquire and hold property. BH has been significantly degraded to the point where IDP are gradually returning home an e suicide bombers are turning themselves in. Having said this BH still has teeth and will have for some time.

Having gotten that out of the way, let us address the points you made;

You say wearing uniforms is a sign of boldness and that it does not make sense. Two contradictory points, but neverthless.

1. Jihadist groups normally wear black, fighting and dying in these colours is a badge of honor for them. So why? These reports of new uniforms have been around for a while. I have seen pics of dead BH members in these colours.
2. So why? The army has made gains on BH logistics in recent weeks so one explanation could be that BH is having difficulty re- kitting newer recruits
3. In spite of being a guerilla movement, BH needs to use FoF ( friend or foe) markings in order to prevent friendly fire or enable support and sustenance from friendly and complicit locals. In war you use what you've got. If available material is blue and green you use it - without FoF markings your field ops can be easily compromised by COIN or counter insurgency forces.

So basically and in a nutshell.
