Dashboard cameras are installed in cars by insurance companies to avoid fraud. Many people apply for insurance for their vehicles and knowingly crash the vehicles afterward so insurance pays them directly for the wreck or leases them a better car.
With evidence on camera the insurance company can review the footage and conclude if the accident was pre-meditated or not. Here in Nigeria it would cost insurance companies huge sums to fit every car with cameras and the system of insurance here is not fully arranged for customers to take advantage of.

By the way most European countries have laws set in place for drivers to install dash cams. Footage of accidents are used in identifying trends which lead to creation of preventative measures against future road accidents.
