TUDEXautoCARE:Humn @ Kakameks .A cheap scanner won't be able to do all that u listed. But a scanner like Launch Creader Vii and Autel MD 801 and Innovia 316d will serve u. @ 90K, 70K and 50K resp.

Yes there OBD 1 and OBD 2 compliant Trucks. Trucks have the special tools with special connectors.
