It is pathetic being a wailing wailer, senate can not function as the executive and legislature at the same time. The executive nominates tge the senate determines how qualified the nominee is. That is simply their roles at a glance. The only dull ones I see here are those who cannot even fanthom the argument being made which simply is that the constitution doesn't demand that the president picks from each state and due to retirement issues some states and absence of some state in the foreign service department some states couldn't be represented in the list.
