The Federal Government has hired 18 professional audit companies to carry out a forensic audit of its agencies to access true state of their revenue generation. Accountant - General of the Federation (AGF), Mr. Ahmed Idris, said the audit process would cover the period of 2010 to 2015, and would be completed in 18months. Idris said that the audit would also cover capital , personnel and overhead expenditure across all Federal Government ’ s Ministries , Departments and Agencies (MDAs ).

Addressing the consultants selected to handle the task at an interactive session yesterday in Abuja , the AGF, represented by the Director of Funds, Alhaji Salau Zubairu , said the audit would aid the Federal Government in arriving at better decisions, in view of the dwindling inflow of government revenue .

He said the first phase of the assignment was divided into two categories and will involve 33 agencies. Category A comprises eight agencies with a turnover of above N100 billion and category B involves 25 agencies with a turnover of below N100billion.

The AGF said some of the terms of reference given to the consultants was to review the sources of revenues accruing to the organisations and the effectiveness of revenue generation and accounting. Some of the terms of reference given the consultants for the audit process include , to: Undertake a critical review of the financial statements of the organisations over the last five years, confirm the sources and quantum of funding received from government, whether loans, subventions or grants and reconcile with treasury records; study in detail the enabling laws establishing the organisations with a view to identifying possible constraints and areas of improvement ; and determine the amount of remittances made to the Consolidated Revenue Fund (CRF ) over the last five years in the form of operating surplus and revenue dividends .

Also , the consultants are to determine the extent of compliance with extant regulations regarding the adequacy and regularity of remittances to the CRF ;and identify all income and interest thereon and make adequate recommendations on the future management of the organisations .

Ahmed said the consultants were to establish the cost of operations and make appropriate recommendations to understand real personnel cost and cost associated with revenue collection or revenue sharing arrangement . He assured the consultants of the support and assistance of the OAGF in discharging their duties. He said however, that their activities would be closely monitored by experienced staff of the OAGF to ensure that ”government gets value for money”.

Should be extended to the legislative and executive arms of Govt also on all levels.

Why is the Accountant General usurping the powers of the Auditor General for the Federation? The Auditor General is the only person authorised by law to audit MDA'S, what the Accountant General intends to do is illegal and unconstitutional.

Ur right even though the proviso to that remains Govt's ability to elicit the sincere patriotism and commensurate dedication required for this kinda sensitive operation from the OAGF functionaries that would be engaged to do it then .

With it in the hands of Civil Servants, and not outsourced as is currently the case, how do we eliminate lobbying? How are we sure that some high-level adhoc transactions would not truncate special aspects of this exercise.

A case in point, (though not yet in the news), that will tickle your toes is how the Ministry of Interior/ Board of Civil Defence, Fire Service, Immigration & PrisonsPrisons Board have been able to wriggle their way out of the approved Ministry of Finance project Timeline for being graduated from the porous GIFMIS salary payment system to the more foolproof IPPIS.

The deadline for capturing all Paramilitary Agencies was 30th June but not a single form was shared or taken to any of the aforementioned Agencies based on the Ministry's lobbyings with Presidency against the better counsel/protests of the Finance Ministry/Minister!

Even with all officers fully optimistically looking foward to the exercise as a much-awaited deliverance to guarantee full and prompt capture and payment of their salaries, allowances and bonuses; the deadline has been shifted till further notice now. And that to the benefit of the corrupt Min of Interior Mgt who exploit the Budgetary & Financial loopholes for personal aggrandizement. [Soory, can't say more embarassed]

Nigeria is a complex entity. Public service is even more challenging here with the state of our democracy and how we successive regimes interprete fundamental structures like Public Service Rules & Regulations, Financial Rules & Regulations, Criminal Code, Taxation Laws.

Left in the hands of the civil servants, this thing will only work as the interferences, both internal & external, allow it to.

Both Auditor General and Accountant General, has the power to carry out special/ad-hoc investigation in any ministries/extra-ministerial depts. check Financial Regulation 2006 as amended
