Yes , Benin republic would agree , it is like the USA asking Mexico to be part of the USA. what do you think mexico would do. It is Yes vote. because Benin republic would gain more from the relation than us.

It is like a situation of those of us living abroad. We are nigerian but we are non residential nigerian. We cant vote. Same thing would happen. You would be able to take part in business and others but not voting, you would have representative in the house. But not the nigeria election.
