Presidential Committee On HND/Bsc Dichotomy

Three weeks after it was given its assignment, the
inter-ministerial technical committee on the
removal of ceiling on career progression of Higher
National Diploma, HND holders and dichotomy
between HND and degree holders on Friday
submitted its report.
In what it termed as the need for changes, the
committee recommends that as first step the career
ladder in the public service be opened to enable HND
holders to reach the maximum grade levels in the civil
service.
Despite public outcry, the situation persists. The
current classification of HND graduates normally
prevents them from reaching the maximum grade
level in the civil service, but they enlisted into the
service at grade level 7 while their university
counterparts start at level 8. The removal of the
dichotomy has been one of the key demand of
students and striking polytechnic lecturers. To address
the contending issues, the federal government on the
6th of May, inaugurated a technical committee who's
membership also included the Academic Staff Union of
Polytechnic, ASUP. The twelve member committee has
now completed its assignment.
Macjohn Nwaobiala, Pem. Sec. Federal Ministry Of
Education, said, "At a stage, the polytechnics should be
able to award B.Tech and one of the things we were
also looking at is how do we through our
recommendations, encourage more Nigerians, more
of our youths to embrace polytechnic eductaion."
Chibuzor Asomugha, ASUP President, said, "There are
areas that the committee has also recommended that
further work will be done and we believe that if
government does further work on that, this matters
will be resolved. But on the whole, we want to
commend it as a step forward."
Supervising minister of education, Nyesom Wike, says
the government has every intention of implementing
all the recommendation.
Wike, said, "We started in the right direction, the
committee has submitted the report and we are
forwarding the report to office of secretary to
government who will of course forward the report o
