Am not surprised after all two of my friends that applied for driver's license since May are yet to go for captioning in order to get ordinary temporary license not even the original. I applied for tinted permit since March am yet to go for captioning. It's only renewal of car documents that is being done under 24hrs.
Even U. S visa processing that usually take 3 working days is no longer the same. Everything now is wait till you receive a text message or email which you can't tell when.

I got mine within 12hours with 30k for 32pages

To answer your question, Nigeria is that bad and is even worse than you think. I applied for National ID card in October 2014. Up till now, it is not yet ready. They keep saying I should check one useless website, which, in my opinion, has been programmed to say it's not yet ready.

They are most likely out of materials. Look for a near by city with material and ask for transfer.

Funny, but this remind me of an encounter I had in road safety office.
I was arrested on the road with seatbelt offence, immediately I was booked and my driving license sized. At the office I was directed to go and make payment in the bank. As a normal guy, the fine was just 2k I decided to rush down and so I could get my license and immediately. Before I know one officer (elderly lady) ran after and was say "where you dei go? Abi you hear say that bank get service?) immediately as sharp guy I understood "the koko" don't get me wrong "it's arguably to see a free service in government parastatals" I have her the language reply in an "unedited" "don't ask me what I said" and the next thing my booking document were like "deposit tellers after you have received the alert"

awww I pity you my brother. Why on earth did u go to Lagos immigration office for passport. When u can easily go to uyo, yenagoa, Abakiliki or damaturu and get ur passport that same day.

Like the question asked, did you gave the money outside or a uniform man inside the office? If outside, consider the 28k gone and start another process to get your passport. Better still, if you gave a uniform man inside the office and you can identify him then your passport will come out if you do it the 'Dogara' method, pad the uniform's palm becos it is No sin. You see, Nigeria is a Fantastically Corrupt and Stupidly bribe taken country by her leaders and their (Subordinates) men. Nigeria is a very good Couutry but Thieves, and arm Robbers as her Leaders.
