N’Assembly Passes NDDC Budget


The National Assembly on Thursday passed the Niger Delta Development Commission (NDDC) 2016 budget.
In the Senate, the budget was following the adoption of the report of the Senate Committee on Niger Delta presented by its chairman, Senator Peter Nwaoboshi.

In passing the budget, the Senate reduced the initial budget of N260 billion earlier presented by President Muhammadu Buhari to N241.1 billion, thus implying a total of N18.950 billion reduction.

The breakdown of the budget includes N212.2 billion for development projects; N1.3 billion as internal capital expenditure; N9.980 billion overhead expenditure and N17.560 billion personnel expenditure. Meanwhile, the Senate yesterday embarked on a three-week Sallah break and consequently adjourned plenary to July 12.

I believe you know how NDDC operates.

Companies tender their capability and get contract approval. Some are more qualified than others. When they get approval, they get mobilized(IPC) to site.
If any company don't foresee profit in such contract, they forfeit(they don't proceed with the documentation). Thus, the road contract or project is left abandoned.

So, companies evaluate, develop and execute the projects.
NDDC do valuation and payment. These you don't know what's involved. The less you know the better.

So educate yourself before you type.

I'm still trying to figure out this road. NDDC is not Buhari and they are known for lowest quality of roads. Some people here in Port Harcourt wish NDDC never touched their roads.

Please Buhari is not constructing this road. It is infrastructure. It should go on whatever party or individual is in power. Let us stop over personalising basic development that should be a right. This cluelessness and immaturity on reporting road construction and other items of infrastructure started during the Jonathan era but should now stop.
Buhari is not building any road. Fed Min of Works is... based on budget approved by people we voted into the legislature and we are paying for it through our taxes.

Financial Provisions

14. (1) The Commission shall establish and maintain a fund from which shall be defrayed all expenditure incurred by the Commission.
(2) There shall be paid and credited to the fund established pursuant to subsection (1) of this section-

(a) from the Federal Government, the equivalent of 15 percent of the total monthly statutory allocations due to member States of the Commission from the Federation Account; this being the contribution of the, Federal Government to the Commission-

(b) 3 percent of the total annual budget of any oil producing company operating, on shore and off shore, in the Niger-Delta Area; including gas processing companies;

(c) 50 percent of monies due to member States of the Commission from the Ecological Fund,
