Even the state's website, when I called the phone number of the commissioners there, many of them expressed their disappointments, stating that they have left the service about 2-3yrs ago. Please a brother out. ;D

Lagos and Kano have the highest coz they are the most populated states while Bayelsa has the least as the least populated state.
