The whole card set up and creation is in its beta state which will be available when the whole platform is launched. You are 100% safe as long as you don't share your card details with any third party

Its possible to operate a Paypal account for years without Limitation.

It depends on

1) How you operate your. Account
2) The type of funds you receive
And few others.

When you are limited, there is always a way around it

1) You can fund with Bitcoin - 10% charge. Paypal funding is currently not available

2) You can check your Card balance from Paypal. I will teach you how.
