I just called the Nigerian Communications Commission and the lady who answered told me the alleged directive wasn't approved from their end. I told her how frustrated people are and adviced that they put out a press release asap to let Nigerians know what's going on angry and she said they'll work on it.
I also told her about the message MTN sent and also made her see how lack of a press release would give these telecom coys the opportunity to cheat Nigerians but she said that won't happen as they'd put out a press statement soon.

The question is this, Who's fooling who?

Who should we believe now? You, NCC or tele companies?
........................................................................................
Update:
I put a call to NCC and surprisedly, NCC doesn't know about the data increase.. According to them, they are doing something to enlighten the public.. I also tried putting a call to Airtel and MTN customer care but unfortunately, they claim not to be updated with any info in regards to the new development. Let's wait till 1st DEC and see what happens then.

I just called NCC and the agent I spoke with said NCC did not give telecom service providers directive to review their data price. After I dropped the call, call my service provider and the agent said the directive is from NCC. Naija which way? NCC and service providers are really playing with Nigeria masses. U can reach NCC with 622 its toll free.

It's true I just called NCC and the guy said it's a rumor and we should discard it... I went further to suggest they put up a press release to that effect, he told me they were working on it... And that as long as it's not their website it's a rumor....

Guys I'm so angry as i type this.

I called MTN customer care and the agent who answered said, "i don't know who picked your call at NCC but we were given a mandate by NCC to increase data prices.". The agent also said something about NCC asking all service providers to unify prices.

Next i called Airtel, the agent first asked what NCC office i spoke to before proceeding to say, the mandate is from NCC head office and cuts across all network providers. The agent also mentioned something about FG but i was too angry to pay attention.
Hope for the best, expect the worst. #Peace.
