All i know is that one is the highest and implies that your kidnap value is at a peak, while zero means you are worthless and would be a waste of resources. There are however some indices that come into factorisation to arrive at a coefficient value

Rather than deriving an equation to quantify the comparative risk of falling victim to abduction gangs in Nigeria, those factors would best be expressed as a cumulative aggregate score of lifestyle variables, as follows.

Nature of Employment :   Nigerian government officials with signatory access to state funds should award themselves TEN RISK POINTS towards their total score.   Private sector businessmen and women whose annual turnover exceeds the equivalent of half a million dollars are similarly eligible for the addition of TEN RISK POINTS.

Vehicle Driven :  Owners of luxury SUVs that are less than five years old should add FIVE RISK POINTS to their total score, while those who cruise Mercedes Benz automobiles of similar age are also eligible for the same number of penalty points.  Deduct FIVE POINTS if you ramble incognito behind the wheel of a battered 4WD pickup truck with a massive engine.
