1) Non-empowerment of their citizens with 2 essential knowledge necessary for their security and welfare.

This knowledge are Technological and business education that are necessary to inspire them to develop workable and marketable products that generate wealth

Ever wonder why 90% of the richest nations in the world have the most knowledge in technology and business eg US, Germany, France , China, Japan, Korea, Taiwan etc

2) Wrong understanding of what government basic responsibilities are.

The responsibilities of government is not to provide security, welfare and justice but to;

i) empower the people to provide security, welfare and justice for themselves and their fellow countrymen eg Switzerland is a very rich nation with no unemployment and standing army.
Yet no nation not even Hitler Mussolini and Stalin dared to invade her.
Why.? because all her citizens receive compulsory military, technological and business training.

ii) reward with fame and money those who provided security, welfare and justice for their fellow citizens (eg Noble Peace Prize.)

3) Government wrong budgeting and borrowing practices.

Do you know many nations are heavily indebted because they spend more than their revenue.

If you trace carefully, you will find out that it is linked to their budget system.

Why should a government make budget based on expected income instead of actual income.

Now when they make budget based on expected income instead of actual income and a shortfall in income occurs, most government officials result to borrowing

Unfortunately, because they know that they won't be held accountable because they might not be in power in the future if the money is not properly utilize, this leads to mismanagement or looting

To make matters worst, they invest borrowed money into things that do not generate revenue to payback for the loan and its interests

This leads to heavy indebtedness example US is in a debt of over $17 trillion.

Governments should be discouraged from borrowing because of bad attitudes of government officials with borrowed money



So it is advisable that a new budgeting based on actual revenue and not expected revenue is developed and adopted to prevent government officials from
1) spending more than the revenue generated
2) borrowing stupidly

The expected revenue should be generated 2 years earlier and broken into 2 unequal halves.
The largest half for the budget and the smallest half for investment that can make up for budget inflationary situations.

This revenue generated 2 years earlier, should be prepared the next year, before its implementation on the 2nd year eg 2016 revenue generated, should be prepared for 2018 budget in 2017 for effective budgeting

The budget should be broken into 3 components namely Spending, Saving and Investment.

Spending: Recurrent expenditures
Savings: Foreign Reserve
Investment: Capital Projects

Yoruba and Igbo states must engage their budgets in these 3 things or perish

Is a shame that except for Anambra, no state has savings and investments.

To make up for inflation, a percentage of the revenue generated in 2016 should be set aside for investment in 2017 so as to make profit and enlarge the money in order to add to the 2018 budget to make adjustment for inflation.

Yes it is stupid to you because you have being indoctrinated from childhood by your parents, teachers , etc that government should take care of you.

Government duty is to empower you to provide yourself and your fellow citizens with security , welfare and justice

When you do this, the government should celebrate and reward you financially when you extend it towards your fellow citizens

Eg. Instead of giving free education, health services etc which cost government money thereby forcing them to introduce a high taxation which breeds corruption as more public criminals seek to become govt officials in order to loot those taxes, the government should challenge the rich and upper middle class to

1) build quality and affordable schools and hospitals for poor citizens

2) create well paid productive jobs and good business loans for the poor students parents to tap into in order to be able to afford these services for their kids as they get out of poverty.

3) Celebrate and Reward those who achieved the two points above in order to motivate others to do more for their fellow citizens


Eg instead of providing public lawyers which cost money for government forcing them to introduce high taxation which breeds corruption, the government should

1) Celebrate and Reward financially lawyers that fight for the poor who can't afford justice fees


When government encourage and reward the stronger ones through fame and wealth for taking care of the weaker ones amongst them, government spends less.

As government spends less, tax rates are kept low and corruption is kept minimal because there is less money in government which makes government unattractive to public criminals.


I hope you catch the vision now

In as much as I dislike your title,I just learnt a great thing from your write ups.

I remembered when Peter Obi was Governor, for 2 years,Anambra was on a standstill with nothing to show for it not knowing this was what the man was doing. On the 3rd year of his being a governor, he started massive projects and completed most in his 2nd term.

There are serious points to take home about your post like "Budgets should be planned based on actual incomes not expected income to avoid borrowing in case of irregularities"
