The solution is pretty simple not easy. The simple part is enforcement of current property right of the parties involved. The hard part is building the infastrure a being railways, road networks and dams. Unknown factor is if the herdsmen will embrace ranching (hopefully it not big factor). Lastly negotiations with neighboring Sahel countries for more beef while exploiting our comparative advantage in grain.

The property rights enforcement it simple. The government simply jails violators and keep database of brands. Property owners need to be smart take precautions. Steps for herdsmen should be branding and putting ear tags their cattle. Then farmers should protect their farmland with barb wire fencing (Made longer topic about it).

Ranching is annother big factor. If herdsmen are motivated by profits it would be obvious step to take. Having ranch gives added benefit of doing dairy production as well. Herdsmen embracing ranching probably shouldn't be big deal due to fact raising cow isn't exclusive practice. If the nomads are being pushed out market they will change or go out of business.

infastrure is the hard part but plays the second most important role. Since Herdsmen are motivated by profits trucking and maybe railways will end the need to trek cattle to markets. This will save time and keep cows fat. The big issue with roads in West Africa are checkpoints, harassment and red tape. More investment in irrigation by producers. The dam will also be essential to combating desertification that has herdsmen moving south towards grasslands.

Lastly their can be more trade with Sahel countries for more beef. They seem to have natural comparative advantage in this field. The great thing is they don't have advantage in grain so Nigeria can trade fodder. The biggest factor is in this the red tape, illicit fees, taxes and check point stops.

All this together should make it unprofitable to drive cattle, increase domestic production, increase trade with ECOWAS, hopefully reduce beef price in consumption markets in south. Buhari already seems to have interest in railroads and dam infastrure. The plan can come together nicely.

Fun facts for thread. Nigerians consume less beef than our neighbors on average. Most of the major consumption markets are in south. Trains don't connect Nigeria with other West African countries. Cows lose weight when they walk more than ten miles per day.

Delta cattle bill had interestimg section I'd like to point out. It suggests cattle ID registered with State like I suggested. It simply makes sense. It makes me wonder why the herders don't follow this centuries old practice.

4. Any nomadic cattle rearer, owner and herdsmen who move cattle, bull, oxen heifers and calves into the state, must register same with the council and such cattle, bull oxen, heifers and calves must be marked with the owner’s name for easy identification

States Governments should ENFORCE RANCHES AND MAKE EVERY RANCH OWNER TO REGISTER WITH THE STATE AND PAY INCOME TAX, PAYE, VAT, PROFITS TAX AND APITAL GAINS TAX DIRECTLY TO THE STATE.
The Control will be better when the 36 States become autonomous for their Sources and Applications of Funds.

True ranching is way to go. They can force it by law. They can also regulate the herdsmen to death. It will definitely help with tax generation.
