but tecno L9plus lacks 4G/LTE capability, while infinix hot 4 pro have.

Even at that Note 3 is way above L9+. If not for the widescreen, fingerprint scanner and maybe android 7.0, I can only compare L9+ with Gionee M5 Mini or putting finger print into consideration, the only difference between hot 4 pro and l9+ is screen and battery size.

better GPU
better MTK chip
4G enabled
better camera (hot 4 pro camera beats camon C9 and is better than Note 3's) and it's cheaper.

Go for the hot 4 pro. it may have a smaller screen but its screen is sharper (267 to 245 ppi)also, consider the 4g lte the hot 4 has. the battery may bm smaller but 4000MAH is really not bad especially becaus its on a smaller rcreen.

For me the L9 Plus is what i will go for
