I looked up a site on Alexa.com which the owner claimed was hosted October 2016 with at least 125 views daily with Alexa.com not having any record of the site. Does it mean the site owner exaggerated the number of visitors or Alexa doesn't have a complete record of all websites?

As a Web developer, I think the domain extension thing will be your best shot if you are on a verification process.

These idiots can clone your website perfectly well.
Example is being able to recognise the difference between www.scholarship.shell.com and www.shell.scholarship.com
The former is linked to shell company's site while the latter is obviously a scammer's site

Crappy crap. A legit websites can have all these things and still be legit and vice versa scam sites. Nothing tells you that a site is scam until you get scammed.

Always check for secure "s"...

That is HTTPS....

HTTPS doesn't mean the site is 100% secured although It's just of the criteria to verify if a site is legit.

The best way to identify a cloned site is through the url. Eg my friend was scammed over $2000 on. firsttexasbk.cu.cc (the site has been deactivated by the scammers) through phishing email. He though he was still dealing with firsttexasbank.com.

And for knowing if a site is legit or scam, online Forum and other big sites good option. Ask question about the site on Big forum/site like NL, warrior, Quora etc.

The best option is to check their activities on social media. Do they have a Social media account, how many followers, how often do they respond to messages and what are people saying about them.
