he is basically using an existing idea to make something...that not innovative..

innovation have to be something new..something fresh..something unseen..that will be ground breaking

My dear, this is neither innovative nor creative cos it doesn't solve a problem, rather it constitutes nuisance to other road users. The flaps are unnecessary and aerodynamically useless, the balance is poor and the appearance is frightening.

The only surprise here is that piece metal hasn't been impounded yet.
