Corruption is a broad term that covers all sorts of malpractices, which includes stealing. But stealing on the other hand is just the act of taking possession of what is not rightfully ones.

Some years back, Goodluck Jonathan (GEJ) said that "Stealing is not corruption!". That went viral and virtually everyone started using it against him by quoting him out of context. Surely some smart people knew what he meant by that but still joined the crowd to quote him wrongly.
All thieves are corrupt but all corrupt persons are not thieves

I believe (going by his explanation and breakdown of that statement in the video below) that what he meant was that "Corruption is not stealing!"

Truly, corruption is not really stealing because all malpractices (including bribery, forgery, false declaration of asset, lying under oath, etc) come under "corruption". But corruption does not come under stealing because corruption is more than stealing.

It is just like saying "1+2+8=11", therefore 11 is not part of 8, but 8 is part of 11 (Any sound secondary school student will understand that analogy).

From the explanation of Goodluck Jonathan in the video above, it is obvious that what he meant to say was "Corruption is not stealing" but he just didn't phrase it correctly. But his defense was perfectly sound.

PS: I'm not a PDP or APC member but just decided to clear the air on this issue.
