The Benue State House of Assembly on Thursday successfully passed the bill prohibiting Open Rearing and Grazing into law.

The house had on Tuesday received the report of its Committee on Agriculture and Natural Resources on the bill to prohibit Open grazing in the State.

The report was presented by the Chairman of the Committee, Mr. James Gbande.

A perusal of the report shows that the title of the bill was changed from Livestock Promotion, Development and Regulatory Agency establishment bill, to a bill to prohibiting Open Rearing and Grazing of Livestock and provide for the establishment of Ranches and Livestock administration, regulation and control, in line with the feelings of Benue people.

The lawmakers, who debated upon the bill on Thursday, agreed that the development would henceforth end the protracted war between Benue farmers and herdsmen.

The house subsequently stipulated that any herder found violating the law would be sentenced to five years imprisonment and as well pay a fine of N1m.

According to the house, “Nobody will be permitted to carry out open grazing outside the permitted ranches.

“Any person who contravenes this act shall be guilty and upon conviction be sentenced to 5 years imprisonment with a fine of 1 million.

“Where damage is done to crops, the farm will be evaluated and the manager of the livestock be compelled to pay.

“Movement of livestock on foot within the state is hereby prohibited. Any person who contravenes this shall be sentenced to one year imprisonment or pay a fine of N500,00

“Any livestock owner or manager who carries firearms shall be treated under the penal code. All ranchers shall engage the services of security agencies.

“Any person who rustles cattle shall be sentenced to 5 years imprisonment or pay a fine of N100,000 per cow. Any livestock wandering shall be impounded by the department of livestock.

“Any livestock impounded and the owner not found shall be auctioned to the public and the proceeds be deposited into the state consolidated revenue account.

“They shall be established, a special open prohibition TAX FORCE that will enforce this laws as stipulated.”

Hope this news is actually true. Benue indigenes have suffered so much in the hands of these cannibals. I know of sure dat one day people will establish cattle ranches and kick these homo ukpabiluses out of business or maybe they can keep rearing d cattle in d land of their southern brothers/supporters.

every southern state should follow d example of akwa ibom n import quality cows from brazil for modernized ranching business. cattle rearing is a very lucrative business dat can generate revenue for states.
time to break d monopoly of murderers disgusing demselves as herdsmen. wen nobody buys their meat, they wont have money to buy weapons to commit mass genocide.

Making and passing the law isn't the main thing but executing it.

Executing this law will be the best thing that will ever happen to the people of Benue State, that is if the governor has the balls.

Kogi, Edo, Delta, Oyo et al should emulate that!

This law should have been passed long long ago in Benue state but the daft governor of the state wanted to test and see FG hammer on "The Rock" Fayose before attempting to pass and implementing this similar law in his state

This is great news. Akwa Ibom needs to copy this sort if legislation like I said in the last thread. After you establish ranches put strict regulations on transporting cattle. It's only these guys on foot that act like this.

Blackpanda I told you ranching and regulating cattle movement wwas the answer. This is state solution like I talked about. The federal grazing bill unnecessary.

All states should follow suit.

Herders have become synonymous with trouble. They've always been in conflict with landowners from time immemorial. It just took so long for us to realise this.

Kuki Gallman and other foreign farmers have fallen victims at different times in Kenya. Remember Janjawe.ed, the militia that operate in western Sudan and eastern Chad, someone? Anyone?

When implemented in Plateau State, I want the penalty to be heftier; say 10m and 25 years imprisonment. angry
