More than 200,000 students and teachers of these institutions are in Owerri.

All federal and state ministries and parastatals in Imo State are forced to stay in Owerri.

These fetch billions of Naira daily to Owerri. Guess why these hoodlums think they will make it here.

It can be reduced to the barest minimum. Withdrawing 10million naira cash to pay salaries is not a very good idea. Simply mandate all workers to open a bank account ,at the end of the month they will receive their money. Even if it is weekly wages ,arrangements can still be made

Good investigation tips, but your number 2 tip isn't feasible. The insider would have covered his/her tracks by now. Wasn't expecting a stupid person to be smart in crime
