It is quite a Normal thing for Graduates to expect jobs to fall from the Government of the day. While so many Graduates are looking for menial jobs just to survive for the day (and probably take care of unnecessary commodities like girlfriends/ boyfriends) few others have sacrificed there resources into getting something tangible out there by getting trained. Nobody said you must make use of your WHITE PAPER. If you know that what you have spent The past 2-5 years studying isn't going to pave wave for you, why not invest in something which can.
