According to a press release by Garba SSA to President Buhari that the incapacitated President has directed Acting President Prof. Yemi Osinbajo to sign the 2017 Appropriation Bill; this was done yesterday.
My own take is that having transferred power to the Acting President based on 1999 Constitution, does PMB still have to dictate to Acting President what to do?
How much does Acting President have?

Following the receipt of a full brief on the 2017 Appropriation Bill as passed by the National Assembly, and to buttress the unity at the highest level of government, President Muhammadu Buhari has indicated that it is in the interest of the nation's economy for the Acting President, Professor Yemi Osinbajo, to sign the Appropriation Bill into law.

In a letter dated June 10, 2017, which he personally signed and addressed to the Minister of Budget and National Planning, Senator Udoma Udo Udoma, the President also said he was "pleased by the joint resolution that the Executive would submit next year's budget proposals by October 2017 and the National Assembly will conclude the Appropriation process by December 2017, so that the country can return to a normal fiscal period from next year onwards."

I think The ag. President has all the powers a normal substantive Nigerian President can have, including the power to sign the budget. But as expected he will always want to have the approval of the president because of the importance attached to the issue and cordial relationship that exists between both of them. He just wants to make sure he carries his boss along in the scheme of things that's y he will always seek the opinion of his boss b4 he takes any major step. The truth is the ag. President can decide to sign the budget even when the president says no, because the ag. President has the powers to. The law does not says he needs the president's approval for anything, such action is simply backed by moral persuasion.

If he has all the power, why does someone need to issue a letter to Minister of Budget and Planning. Did you see the copy of addressed letter. If there was a letter, why not addressed to Acting President? We never learn from history.

According to the piece, the Ag President sign it at will however, the cabal tried to release a statement through Shehu in order to give the impression that Buhari is in the picture.
