With the present accusation and counter accusation on budget padding... I feel it's best for executives to handover budget to NASS since it is worthless preparing a budget and some idiots and thugs will be altering it by adding projects meant by their state and local government.

Their allocation is far more than budget of 10 Nigerian states... What have they been able to achieve with their respective allocation...

I want the Nigerian police to release Evans for the sake of the masses... We need to send him on a new mission, to kidnap all of them and collect our monies from them....

I think we need a clearer interpretation of what the constitution says about budget preparation so that both of them can know where they belong and what their individual roles are.

Op this is also an extension of the hate the Executive has planted against the Legislature.

If you read through the reaction of both Chambers of the NASS you well understand that something is fundamentally wrong in this country and that the corruption war is just a ruse.
The Executive as presently constituted are worst than Evans.

Exactly what I am saying... They shld just allow NASS to be preparing the budget and executive to be executing them.. By that we will know who to challenge.. And also there will be no delay in passing and looking for who to sign the budget..

All this padding here and there will ceased

Or better still we scrap the NASS and have a unitary assembly

First of all, one thing we should all get is that both the Executive and the legislators are not fighting for the common man. We are like a pawn in their game. They use us at will.

on the matter at hand. it's the duty of the Executive to formulate a budget. While the legislators are their to scrutinize the budget. To avoid inflation of budgets or repetition. I have been opportune to serve in a house. You will see one budgets appearing in different form. Budget being inflated... The legislators especially budget appropriation committee are to carry an extensive research on the budget. while doing that, the can alter the amount on each budgets.

I don't think they have the right to bring in entirely a new budget nor do they have the right to Change the procedures of carrying the out the budget. But they can alter the financial aspect of the budgets. and they can also scrap out a budget.

Yes, the legislators have that much power.

see this is not an extension of any hate... How can u take a proposal to a company and before you know it the company altered your proposal without notifying you and the next you hear is that they slashed the proposal without informing u and add things you have absolutely no knowledge of...

No, that's not how it's done. When the ministers prepare a budget, the send it to the president. The president will check on it before sending it to the legislators. The legislators will scrutinize it before sending back to the president who will now check with his cabinet if it is OK or not before signing it.
Why we have 3 separate arms of government is for check and balancing to prevent dictatorship.

Think of a situation whereby a minister will put maggi as 100 naira per one. or think of a situation where by the president will totally reduce the budget of a minister just because he doesn't like him. or think of a situation whereby budget doesn't project federal character.
Who are the people to correct it? that's why the legislators are from all constituency in the country and the owe no allegiance to the President.

Like I said before, I have served in a minor house. There was a case an office alone brought out a budget of 20 million naira. while the total money we have in account plus the one we have projected to get is not even upto that amount.

And the person budget was made up of unreasonable things. There was a case whereby one item in his budget came up like 3 times. we had to cut down the budget and removed the unnecessary once and send it back to the president.

we didn't add anything to his budget, we just send him a message with recommendations of what to add or not. He can decide to add or not.

What is the statutory responsibiliies of NASS as per the budget is concern,
does the senate has the right to add items to the already prepared budget..
does our Law and Consititution allows Padding by NASS

and I sttill stand by the scrapping of NASS for a Unitary Sytem of Government
and making the members Operate on a Temporary basis
