Having gone through the PDF myself I found that lot of the report contradict each other. Lagos outlook was ranked and beyond 2015 when the research was conducted.

And mind you, if you go through his screenshots your found that everything was base on [b]OUTLOOK which a lay man refer to as " imagination or assumption. And mind you these(headlines/titles of his was) base on anambra's IGR growth as at 2015 but this is 2017, what's happened?
