Yakubu Dogara, speaker of the house of representatives, has faulted the approach employed in fighting the war against corruption.

He said with immense “emphasis” placed on the Economic and Financial Crimes Commission (EFCC), the country was only dealing with symptoms of corruption whereas “corruption is like a tree”.

The speaker said this on Thursday when a delegation from the fiscal responsibility commission (FRC) visited him in Abuja.

Dogara was querying the non-disclosure of interests accruing to Nigeria’s foreign reserve accounts which he said should be under the custody of agencies like FRC “for dissemination to the public when necessary”.

The speaker said Nigeria earns interest on foreign reserves like Botswana but the country has such interest as its second highest revenue source after natural resources.

He, therefore, wondered why the Central Bank of Nigeria does not declare interests accruing on the foreign reserves accounts of the federation even after the house had passed a resolution calling it to do so in December 2015.

“In Nigeria, we have been asking the question, are we earning or are we just running charity with it or just leave people to manage it,” the speaker said.

“From the way we are fighting corruption, it is like emphasis is built on EFCC, but the problem with that approach that you are dealing with the symptoms of corruption.

“Once you continue to deal with the leaves and the fruits, and the root is still there, you cannot totally eliminate corruption.

“These are preventive agencies and we ought to invest more in agencies such as the Fiscal Responsibility Commission because we have to make it difficult for corruption itself to take place. Once we do that, we will be applying the remedy at the root of corruption.

“There is no limit to the kind of attention we can pay to agencies like this, because this is the right way to combat corruption itself to ensure that resources are efficiently allocated and that we have fiscal discipline.”

A wise man once said "The society prepares the crime; the offender commits it".
The Nigerian system is deeply rooted in corruption and its institutions are no different.
The NASS is expected to half - solve the problems through checks and balances but when are they ever useful.

undecided undecided The useless national assembly at all levels should answer the following questions. If they are unable to provide answers to the following questions, Nigerians should realise that the real enemy of the Nigerian state are those bunch of dishonourable robbers and thieves in national assembly.

1.What meaningful laws have you enacted to tackle corruption headlong? Perharps we make corruption an offence with death penalty as it is in China.

2.Can you and all the dishonorables account for the allowances you get for constitutional projects and tell us if the cost of the projects executed in your constituencies is equal to the amount you receive as allowances for constituency projects?

3.In the first instance, does the national assembly have the responsibility to finance the execution of projects which should be the sole duty of the executive arm?If so then, the judiciary should then also be given money as constituency projects allowance to finance the execution of project within the area of their jurisdiction?

4.You all in the national assembly blame the Federal Government for the poor state of the economy and infrastructure are you guys not part of the Federal Government?Do you guys not get monies to finance infrastructure within your constituencies?

5.Look at d laws if even any one was convicted of corruption is it not 2 years that the person would spend in jail after stealing billions just like Bode George did?

6.Was it not you guys that advocated for amnesty for looters? If so why?

Dogara and all the useless rogues both in d senate and house of reps have nothing to offer the Nigerian people. Their constituencies are their bellies, families and their accounts. Some of them who were former governors that embezzled their state treasuries like theif Saraki, TA Orji, Goje, Bukkar Ibrahim and co can never make laws to fight corruption. A thief can never make laws against stealing. It would be like shooting themselves on their feet. No wonder, Nigeria has and will never have hope and some docile people among the masses would be defending these bastards and vagabonds in power and divide along ethnic and religious lines.
