I dont even understand this country....refineries, NEPA, airport, in fact all agencies, are not working, the workers there are so comfortable with it. As soon as Govt decide to bring in private firm to manage it..these workers will start protesting... na so we go dey...this is so funny.

It is not funny, look at all the refineries, with thousands of workers earning big salary yet it is 0 barrels per day being refined. The government annually does TAM but after some months we are back to 0 barrels per day then someone will tell me about anti corruption.

Former workers of the defunct national carrier, Nigeria Airways, who hope to receive their severance packages from the organisation may have to wait for a longer time as two government agencies are currently in disagreement over administrative charges to the disengaged workers.(Concession). It's gathered from a document that the Inter-Ministerial Committee which recommended the payment of N78billlion to the over 6,000 staff of the liquidated carrier also recommended one percent administrative charges, totaling N735million to any government agency that would disburse the funds to the workers.

The committee had suggested that the Office of the Accountant-General of the Federation should disburse the severance packages to the workers after which a department in the Ministry of Finance, Presidential Initiative on Continuous Audit (PICA), suddenly indicated interest in the funds' disbursement.PICA was established as a department in the finance ministry by President Muhammadu Buhari in 2015 to verify all payments of funds by the government to any agency or organization.

But PICA, which reduced the total severance packages to N43billion from N78 \billion, had jerked up its administrative charges to N2.1bn without recourse to the one percent recommended by the inter-ministerial committee.

A source close to the Presidency told our correspondent that the administrative charges had resulted in fierce disagreement between both government agencies and might not be resolved soon.

The document revealed the breakdown of the N78billion to include serving staff (N20.9billion), presidential fleet (N1.4billion), Skypower Aviation Handling Limited (SAHCOL) (N4billion), retired staff from SAHCOL (N207.7million), properties (N1billion and catering (N1.1billion).Others are pensioners (N37.3million), deferred pensioners (N920.5million), 1988 group (N6.4billion), 1 percent administrative charges (N735million), 1 percent markup contingencies (N735million), salary of four retained staff working on the benefits for 12 months (N10.5million), office running cost at N100,000 monthly for 12 months (N1.2million) and supplementary (N3billion).

The document also revealed that the inter-ministerial committee had recommended N78 billion as the total severance packages for 10 years for the workers, including pension arrears for the period, after the physical verification of the beneficiaries.

Saharareporters also gathered that the workers had initially insisted on another 20 years payment of the severance packages as agreed with the Federal Government in 2009, before the payment of five years severance packages approved for them by the late President Umaru Musa Yar’Adua in 2010.Curiously, however, PICA had in its recommendation to the Buhari government slashed the sum to N43 billion and expunged the 10 years pension arrears as agreed with the former workers and their unions by the inter-ministerial committee, even as it still went ahead to increase the administrative charges.

A Presidency source who pleaded anonymity expressed dismay on how PICA arrived at the N2.1 billion administrative charges after reducing the total sum due the workers to N43 billion, representing 45 percent reduction.

“PICA is the only body that is standing between the payment of the final severance packages to us and the government. President Buhari has agreed to pay the total sum to us until everything was taken to PICA for final verification,” the source said.

In what appeared as a veiled threat, however, the source also said: “If the government thinks it can come up with a national carrier without first settling our severance packages, I think that will be practically impossible. “Several bodies are ready to take the government to court even outside the country. I can assure you that anywhere their aircraft flies into, such aircraft would be impounded until all debts are settled. Several of the affected workers in Europe and other African countries are already in court to ensure their payments. But PICA is not helping matters and may even worsen the case for interested investors.”

Saharareporters had exclusively reported about two weeks ago on how PICA unilaterally reduced the total sum to be paid to the former Nigeria Airways workers to N43bn from the recommended N78bn as well as the insistence of the Minister of State for Aviation, Senator Hadi Sirika, that the agreed sum of N78billion must be paid.

As usual, government workers enjoy the freedom that comes with inefficiency in whichever part of the system they work. Any attempt to privatise (even just the management) and instill efficiency will always be resisted vehemently with such protests.

Government will hands off the running of all or parts of the airport, which is good cause this lazy corrupt airport officials will get up their lazy asses and go do something reasonable.

The reason why things hardly work in this country.
A lot are happy and comfortable with the status quo and would vehemently resist change.

this is why all government run institutions would continue to hold Nigeria hostage. ASUU, SSANU Electricity workers, Airport workers, et al.
Imagine all the Federal universities were privatized, ASUU would be no more.

Airport concessions are not suppose to be bad if done properly.
There are guidelines if adhered to that will make it a positive move.
However the problem like with all past moves by government is the lack of a sincere purpose.
Aviation workers are scared of their jobs and livelihood due experiences in the past.
When you concession personnel issues is one of the prime issues to be taken into consideration and I will not advise government goes ahead with the plan until the workers fears via a comprehensive discuss is addressed.

Its like a hostage situation...these workers will never let any meaningful adjustment in the current poor situation. any policy that they cannot sabotage will result in massive protest. We have three non-functional refineries for example, cant we give out one to private firm and see how its goes. ...they will never agree to that..

Now we know the detractors amongst us. For years, all these government agencies have been managing these airports, yet, all we have to show for it is serious ineptitude, gross decline in customer services, derelict infrastructures and massive corruption.

Time and time again, the Nigerian government and it's agencies has shown it has no capacity to run any venture or business. It's time to concession the airport now, and hand it over to someone that can effectively manage it, render top notch services to the users of the airport and even pay concession fees and taxes to government, yet, these incompetent government workers are there complaining.

Anyone who is conversant with the airports in Nigeria would agree with me that the best airport we have today is the MMA2 and that is because that airport was concessioned to Bicortney!

Any government worker that intends to block this should be sacked with no gratuity! After all, the government taking the decision to concession is your employer, that's got the power to hire and fire!

Yes other countries airport or either privatized or concessions and they are getting good result, we all agree to this but in the case of Nigeria, it can't work because of our government insincerity. On average faan generate eight billion naija in a month and collect maximum 4billion naira not because they can't collect all the sum generated but because of govt interference. By the type you pay over heads and contractors, what's left to save for maintaining the airport. We are all aware of the money the federal govt release for maintain and upgrading the airport, it was diverted by the former minister and the money was and rubish was done and it couldn't stand or rather made the airport worse. The rest was used to buy bullet proof BMW by the former minister and that's why she left. We all know that story. When chidoka came we thought oh well it's a new era but instead it was worse. From staff strength of 4,800 he employed his stooges and we rose to 6000 all those he brought were on big levels and that's more money going into salaries and all. This are all before the introduction of TSA. Fast-forward to 2015. The minister talked about concession and promised no job will be lost except those above 30 years in service and all the airports will be concessions and people that need to leave will be paid and younger people will be employed. That said we were waiting and instead of walking the talk, they went behind and employed over 2000 withing 2015 and august 10 2017. What do u call that? We were struggling with paying salaries and pensions and you brought in more people to overwhelm the already thin collection we gat. Still we maintain our cool. Now from all the 22 airports, you decided on your own that only two are good to be concessioned that the rest can't attract investors which are Abuja and Lagos airport. What will now happen to the remaining 20? From lir little savings the minister squandered so much money to upgrade kaduna airport giving over blotted contracted to his Connie's, we kept quiet. Now after upgrading the airport to your own taste why can't you try and use it as a case to of concession and run it to see if it's profitable? Why remove the two most profiting airports for concession? Tell me where the sincerity is. He went ahead and upgrade Katsina airport to international airport but he didn't look at the traffic there but instead wasted another billions just because it's his home town. Faan has spend over 31 billion to upgrade the MMIA to ICAO standard in the last 8months to enable us meet the international standard and ll dues collected because the airlines claim they can't lay some dues due to the fact we don't have that ICAO certificate that satisfy us as an international standard airport. Faan did all that from her pockets. Still without government intervention funds. Nkw you brought in your friends from turkey to run our airport, how good is Turkish airport. May I remind u that as at 2009 serika the minister of aviation was a contractor to faan. Do I need to mention that he was the one that handled anambra international airport. Yes he was the one stella odua have the contract. Judge honestly how well did he do it? Till date ARIK AIR is owing faan about 13billion which we can't collect still because of their paddy paddy dealings with the government before it was liquidated. HAK AIR owned by HADI SERIKA os ping faan. He maintain a private jet hangar beside QUITS AVIATION. how honest can such a man be. We are open for concession cos it's going to be a win win for us but we must see the sincerity. You can't concession MMIA that bring in 75% of faan revenue and leave the rest. We say no. Yes you are right govt has no business in business but that's other countries cos if we allow this thieves they will sell it all and fly private jets and u and I trust me will see the end of this airport.
