An ordinary AK-47 has an effective range of 350m while the Mandalay Bay Hotel where the terrorist shot from is 146m high. The hotel has 43 floors while the terrorist was at the 32nd floor. So, an AK47 would have done the magic.

I've watched videos of the shooting and from the sound of the gunshots, that was definitely a high caliber weapon.
