Is the army takeover the solution? So the police cannot be sanitised? Why overstretch the army? Is it an impossible situation to fix? Is this a military regime?
The training of military personnel is not geared towards mundane, internal policing and civilian engagement. Even the army had become subject to the abuse and corruption that is why a person of some means can place a call and have army personnel at his beck n call for intimidation purposes. Is that what it should be?
