hello please can someone answer the question.

who's going to control the police, are we going to keep some part of the police like MOPOL?

just in case there's a wide scale crime.

That's how it's supposed to be in a real federation. Every region or federating unit has it's own parliament, Prime Minister (PM), supreme court, regional police, even constitution/laws, etc. The central government only controls exclusive things like defence (that is, army+others, and that's because so the country will not be presenting different armies), foreign affairs, the country's territorial integrity (that is, it's borders), etc.
Just try to read on wikipedia, about:
(1) Canada. You'll be so impressed! They have 13 provinces/territories (10 provinces and 3 territories) and each one has a head of state and a PM and that's also how it is, at national level with a head of state (representing the Queen of Endland, who's their official Head of state).
(2) Here in Africa, Ethiopia. They have 9 administrative regions (that is, federating units).
(3) Germany with 16 states. Just try check them out and see how sensible human beings are ruling themselves. In Nigeria, some people are sitting on progressive changes because it won't favour them.
