I am not sure accuracy of census is particularly relevant unless the houses are going to be free.

They will one way or another be determined by ability to pay. No census was required before issuing mobile phone lines
If they try to distribute them along the usual geopolitical paths they willl probably lose money.
Honestly I do not think government should be putting money ingto housing contracts but providing guarantees for mortgages and so they will need to be checking ability to pay before engaging . Free Housing for the poor is not a good idea it encourages them to have countless children
