That's likely coz the beam for GRTS on W3a is not meant for Sub Saharan Africa, it's a European beam which also covers North Africa (see: http://www.eutelsat.com/satellites/7e_w3a_popd.html). May be you can get it as a fringe satellite (but there is an easier option on AB3, C band) if you really need it.
