It's wrong to say that they never planned to use them. Most vandalised power equipment are in inaccessible area through which most of the High Tension lines passed. Use of a helicopter can make such tracing fast and bring staff to the location for quick repair. The idea was good but not put to good use due to our poor maintenance culture

You tried abit in your analysis but its not maintenance culture. This helicopter was never meant to fly one day
This are elephant items bought to cover up for looting under the disguise of capital projects. If you are into procurement you will understand what am saying.
They used such purchases to steal money.

for those shouting yes ...NEPA need helicopters there are areas that are more easily accessable by copters and not cars... The National Grid pass through towns as were as thick forest...and if there is a breach a quick hover can easily tell them the area maintenance is needed...

but the issue was that it was never put to good use and hence it wasteful and unnecessary
