The Nigerian Electricity Regulatory Commission (NERC) says prepaid meters will soon flood the market with the licensing of 87 meter asset providers (MAPs). What the power sector regulator downplayed, however, is there is also going to be an increase in the bills to be paid by electricity consumers in the country who get new meters under the latest regulation. On March 12, 2018, Dafe Akpeneye, NERC’s commissioner, legal, licensing and compliance, unveiled the new regulation in Uyo, Akwa Ibom state. He said MAPs will be independent providers who will be approved by NERC but contracted by the DisCos “to bridge the metering gap”. They are to be saddled with the responsibility of providing meters and replacing faulty devices within 48 hours. An analysis of the Meter Asset Provider Regulations 2018 (Regulation No Nerc-R-112) by TheCable shows that those who benefit under the new system will pay a monthly service charge. Under chapter iv, section 10 (“Rights of Distribution Licensees”), subsection 5, the regulation states: “The Distribution Licensees shall include a metering service charge as a clear item on the billing of its customers provided with meters under an MSA with MAPs and shall be separate from the energy charge. The metering service charge shall be based on the outcome of the procurement process for the MAP and subject to the approval of the Commission.” TheCable noted that this provision was not contained in the draft posted on the NERC website. However, the finalised document, approved by the ministry of power and made public by NERC, is now on the regulator’s website and contains the addition. In 2015, NERC had outlawed “fixed charge” from tariffs, abolishing the monthly average of N750 added to customers’ bills whether or not they use electricity. But the abolition of the fixed charge then was accompanied by a slight increase in tariff. NERC’s latest regulation came into effect on March 8, 2018 and will be enforced by the commission from April 3, 2018. I don't know how we got here. This country is really a mess. Can you imagine, when it is time to pay NEPA bills, they are gonna turn on the power supply,but after you must have paid,then power supply would be interpreted. Here in Lagos, I haven't seen power supply lasted for two consecutive days without interruption. Prepaid is the best as at now. Whenever I like,i turn it on . 1 Like |

This should be another premise to vote out these gangs of incompetent extortionist and racketeers..Fo those who may not fully understand the dept of this hiest let me break it down .. First you have to realise that a meter is more important to the Discos than to the customer because it's actually a tool the disco uses to measure how much power it's selling so in essence what this stupid govt is saying is comparable to telling you to buy a fuel pump for a petrol station to sell you fuel and then pay them a monthly service charge to use the pump ...So in essence the clueless Buhari govt has outsourced metering to their third party cronies and expect you to pay for the meter which the will sell to you at cut throat price and then still charge you an outrageous dubious service charge monthly ...If this is not corruption of the highest level then what is ? You must also remember that this same govt has increased electricity tariff by 100 percent in just two years without any single improvement in power supply like they promised earlier and also remember that you still pay a certain a hidden 750 service charge every time to load your prepaid meter which is clearly unaccounted for ....Nigerians wake up and send these devil's packing please 2 Likes |

Service charge for a service that is not regular, so whether there is power or not, I must pay. Why does our govt takes pleasure in favouring biz men at the expense of the masses? So the best way to encourage investors is by helping them to invest their cash today and make their capital plus profit the same day without considering the poor masses and most especially power that is like abiku. To be sincere APC is disappointing us ,If a fuel seller buys his pump, and a garri seller buys his measuring cup, how come we fund a measuring meter for a disco and still service it by monthly fees? I am disappointed by this ill governance. In agriculture where we anchor, nothing is happening differently or better rather low moral on every agribusiness. Nigerians in general are just daft. How can you be paying for something you don't use? I don't get this, you pay for services but doesn't get the services but you keep paying for the same service you are not getting. Isn't that foolishness? Abegggiiii. As usual nigerians go complain about this price hike and as usual they will still pay it and as usual they will still not have electricity and as usual they will be suffering and smiling. |

As the Discos are slow in metering all,govt intervention is pro masses......once everyone is metered, the. Discos will have no option than to provide supply and make revenue or the other. Way round Once you have PPM no need of crying for no power supply because you won't pay 4 it. |

Exploiting the masses as usual. Unless they roll out the meters free of charge, paying a monthly service charge should be resisted! I just wonder where and and how they expect people to get these funny 'monies' from, when there has not been an upward review of minimum wage in recent years! |
