He is a public officer not a private citizen so is not immune from defamation. Leaders all over the world are called and depicted in all sorts of ways and people act, print and publish all sort of things against them, true or not and no one goes to jail for that. Obama was called a non American, Islamic terrorist sympathizer because of his origins, Trump was callef a KKK hoodie, a russian hack, etc. It was said Obama was secretly investigating Trump in the election run up using state machinery. Thay was a weighty allegation.
