Busybody. That's how he will land himself into hot soup and before he knows he is back on the sidewalk trampling in the hot sun searching for a job. I say this because the wife will not be able to keep his identity anonymous if he is foolish to tell her. Although I believe he can do that anonymously, it's not a good idea. I work in a similar environment I have simply learnt to mind my own business.

This is why by the rule of thumb, I detest dating work mates. My dear, that's not how an 'organisation' works. There's job designation for everyone. So the OP's concern is genuine.
I'll advice the OP to resign or ensure he/she discuss seriously with the philandering manager. You can do that with help of other senior colleagues.
