Officials of the Lagos State Building Control Agency, LASBCA, on Tuesday shutdown five banks and over 80 buildings at Allen Avenue, in Ikeja, Lagos, Southwest Nigeria over illegal conversion.

The affected banks are Zenith, Access, Sterling, Unity and UBA at Allen Avenue. Also shut were Tantalizer, Adebowale Electronics, Panasonic and several other buildings used for commercial purposes.

LABSCA officials, accompanied by task force officials began the sealing exercise from Allen Roundabout all through to the end of Allen on both sides of the dual carriageway around 7:45am, beginning with Tantalizer.

The exercise was led by Mr. Tayo Fakolujo, LASBCA Secretary and Mr. Kayode Daramola, a director in the Lagos State Physical Planning Permit Authority (LASPPPA).

At Zenith Bank, LASBCA officials drove out the customers and bank officials before sealing the premises, while at Unity Bank, the premises was sealed before it opened for business.

The government said the affected buildings were giving approval for residential and were later converted for commercial purposes for which no approval was granted.General Manager, LASBCA, Engr. Lekan Shodeinde said the affected buildings had been issued notices over one month ago to come forward to regularise their documents and get commercial approval, but that only few property owners whose buildings had been converted to commercial purposes showed up.

He said under the physical planning law, a residential property must obtain due permit before it could be converted to commercial, saying that it was inappropriate to convert a residential property to commercial.

Shodeinde said LASBCA had been given the mandate to carry out audit on buildings in Lagos State for safety purposes and ensure that people did not take laws into their hands.

He said the government had also given six months grace period for people who did not have permit before erecting their structures to regularise them without paying the penalties for such violations.

The LASBCA boss lamented that owners of properties served notices on Allen Avenue did not come forward to regularise their papers, hence the need to enforce the law for compliance purpose.

According to him, government would no longer tolerate illegal conversion of residential properties to commercial without permit, as the law would descend heavily on those who trampled under the law.

Nice one....

Lagos should adhere to strict urban planning, so many sprawl due to this inaction. U received approval for residential but converted it to commercial without permit, that's nonsense.

And to the Lagos landlords that converted ancient "face-me-I-slap-u" buildings to self-contain apartments without safety measures n permit but still rent it out at exorbitant rates, urs is coming.

If the state government really gets serious about this, a lot of buildings will be affected. A place like Admiralty way at Lekki Phase 1 might be affected as well because it wasn't originally planned to be a commercial area.

Very true. 80% of properties around Admiralty way are commercial.

No, the original master plan of Lekki Phase 1 had a section for residential buildings, and commercial areas. sad The commercial area or Central Business District (CBD) started from Tantalizers, (actually the Catholic Church axis) downwards to the 3rd roundabout & Itedo area. Sad to say, but the previous Lagos state administration destroyed the Lekki masterplan. undecided

There is now a Lekki-Ikoyi bridge there, which was not part of the original masterplan. sad There is also an Ascon fuel station opposite the base of the bridge, right on Admiralty Way, which is sited firmly within the residential part of the estate. Who approved the building of the station? Lagos state govt & DPR. Who issued the CofO? Lagos state govt.

When residents protested against the siting of the fuel station there, and took the state govt to court, the courts ruled in favour of the state govt. In fact, it was on the basis of that decision, that the Tantaliser owners then decided to open up their own Forte Oil station in the CBD axis, of the estate. So who is fooling whom?

Don't be surprised if most of the owners of those buildings on Admiralty Way, provide you with proof that their houses have conversion permits from residential to commercial, issued by Fashola's administration. undecided The man just had a bone to pick with Lekki Phase 1 residents, that was why he dashed them 2 toll-gates to siphon money from their pockets daily, after ruining the master plan of the estate and calling it a 'mixed-use' area. Where, when and how did residential sections of Lekki Phase 1 which was expected to be built up as a low-density area with buildings not exceeding 2 storeys, suddenly become mixed-use?

From beginning to the end of Admiralty Way, almost every house is now a commercial outlet. shocked There are over 4 banks at the beginning of the road - from GTB, to Zenith, Diamond Bank, Fidelity Bank, Stanbic and Wema bank which were all built within the residential axis of Admiralty Way. The other banks like UBA, Access Bank, Zenith II, FCMB and the old Stanbic branch are however located in the CBD axis.

I know several people who moved out of Lekki Phase 1, due to the commercial madness that had taken over the estate. They relocated to VGC estate known for its orderliness and tranquility. sad No one can blame them.
