The guy in the pix might be Osaro, Okeke, Ochuko, Effiong, Adamu, Ayodele or even Temisan hence he can come from any part of country. The pix you saw is a normal occurrence in most part of the country. Something tells me that the passenger deliberately avoid paying the amount he or she was ask to pay.
