Any Government that want to rule at state or federal level should know that payment of Government workers should be his no 1 priority because through them the market woman, small and large scale business owner will earn their daily need and by the time Government fail to pay the salary or make half payment and increase the rate of poverty and deprived many Nigerians access to right life. I wish senate can wake up in a day in Nigeria and sponsor bill that says that says Not until all Government workers both in states and Federal level get their salaries.....No political office holder will get paid then I know our senators and other legislative arm of Government are working for the sake of Nigerians well being. But they will be sponsoring unnecessary bill that has no positive impact on Nigerians. What a useless and wasted 4 years of Saraki lead 8th senate and Dogara in lower chamber....Saraki lead Senate is The worst senate in the history of Nigeria. God bless me, God bless you, God bless Nigerians, God bless Nigerian.

For salaries,its a two way thing......
1. We have devils masquerading as Governors....I have said it severally,that the worst governance in this country can be seen at the state level.....they want to impoverish everyone so that you all have to bow down to them,beg for food,then they become the lord of the manor.

2. Most of them inherited heavy backlog of salaries that if they begin to pay,they will be left with little or no cash to do anything tangible... This is owing to an overbloated civil service,and all that.....so what they do is simple...indulge in half salaries or don't pay at all....



OP,you seem to be running around in a staccato....you attack salaries and then blame the NA...These are two different things entirely,which are not mutually exclusive..but is it possible to make laws that salaries must be paid by the houses led by Saraki and Dogara?These states have lawmakers themselves who are usually lackeys to the Governors.
So,let's take one at a time......save your disdain for the NA who imho are doing the best they can though not enough
....Otherwise,we can challenge the Presidency and NA to openly publish what they spend......heads will roll

Not just government workers. It should be criminal to owe salaries whether in the public or private sector.

This practice or culture of not paying workers' salaries is abhorrent. Completely evil.

2. welfare of citizens
a. payment of salaries
b. infrastructural development
c. creation of jobs etc

payment of salaries is not really number one priority of govt

U see we are d problems ourselves because if a govt fails to do what it ought to do, then there shouldn't be a second term. Look at it this way, most of these people in govt don't care about u, they're after their pockets. Once they get there, all they do is siphon as much as they can get hold of and retire to become a godfather or become a senator.

Look at Ajimobi, he wasted 8 yrs in OYO state and is talking about going back to d Senate. Is that someone that cares about d Normal person living in the street.

there are different reasons for this; and blaming federal lawmakers and exempting executives shows the OPs clear case of not understanding how government works. the executives have refused to sign PIGB, that hopes to make Nigerian oil industry very lucrative and competitive didn't buhari refuse to sign..

Now to main reasons

i,Unnecessary recruitment; its a common practice that out going government intentionally employ a lot of workers few days to the elapsing of their administration just to make the next government suffer. Take a tour of most Secretariats and see how idle civil servants are.

ii, Unproductive government ministry; for an example, Dubai ministry of transport generates so much money from cab, bus, metro and Emirates airline. that all its workers are taking care of, similarly ministry handling water resources have so much revenue from pipe Bourne water supply its workers are well taking care of British ministry of health offers one of the best health insurance in the world, and they get paid. Nigerian ministry offer no meaningful services to earn any thing from the populace. their slogan is government have no business doing business. ministry of works can't handle simple construction contracts, they outsource it to the Chinese.
the western region ministry of commerce made so much money, by simple buying cash crops from farmers, and reselling it oversea for good money.

iii, Lastly. it favours a greedy executive to award contract with all its monthly allocation and even borrow more from China. so as to get kick backs from contractors, unlike paying salary that they get nothing in return

Because we talk about capital project, because when they've long left the office, we talk about roads they construct, schools they built and bridges they erect, they embark upon projects that surpass their budget.

1. Because oil is at $70. In 2016 it was at $30.Meanwhile we need it at $140 to balance the books, pay salaries and meet all needs without borrowing.

2.Because we are not raising enough money from taxes. Tax rates in Nigeria are at 24% of your salary.....which most people do not pay...including the rich and the poor. And even then, it isn't enough.(As it is, Lagos is the only state that aggresively collects taxes).

3.Because most states are not ready or willing to develop themselves. They exist to collect oil money and share it. That is why I am not into true federalism...because we have to deal with the idea that there is a national cake for sharing.

4.Because anytime new taxes are propsed...people pretend it would all be eaten by the rich man on top...when it won't. (Corruption exists...but the corrupt cannot eat all the money...it means there won't be anothing left.).
As an example, a few years ago....FCT was rasing revenue via parking tickets in the city. Some Nigerian went to court and got them to stop it. So...how is the FCTA going to raise revenue to make things better in the city.? (By magic apparently)

5.Because we seem to think that we are sitting on a bottomless pit of money. We are not. The money we have is not enough to meet our needs.

6.Yes, because some governors are corrupt. And many are bad financial managers.

7. Because there are too many civil servants...and anytime there is an effort made to sack excess workers...the governor loses his ob (Ask Bisi Akande of Osun why he lost his job after one term.)So, government finds it difficult to pay too many people. And then, we keepon creating jobs after jobs.

8.Because our economy is so oil dependent....and because we refuse to be an industrial nation. We think that people like Dangote and Innoson are too diffiuclt to be like.(and we want to enjoy money now...rather than work for it).
