It's an awesome gesture but in my country, it is mostly in the papers and not in reality. The governor signs for the release of money... The commissioner in charge will take his own share before disbursing it... It gets to the chairman, market association, he takes his own share, citing 'logistics' His secretary gets it and takes some, calls it 'administrative charges' The middle man gets it, takes some and tag it 'miscellaneous' Finally, the real people who need it get it but just a peanut and whatever gets to them cannot cater for their needs.
