I don't think he sounds arrogant, his questions are correct, FG should start the program from the core North like Zamfara, Borno, Sokoto, Kano, Kastina, Yobe, Kebbi etc. they should start the pilot phase there, when we see the viability and how it will benefit other parts of the country before diving into it.
