You think his Mexico police will say they don't know where his assets are located, he would have been tortured to death but in USA torture is as a matter of fact illegal. Yes, that is why he is in jail rather.

what you would find is that, it is not just about him serving jail term, though that is also relevant. it is about getting hold of his wealth and cash, so it if means keeping him in jail for 40 years atleast they will, until they can find his wealth. And also if he does get out of jail he would be so old he might not live long to spend his money or operate any longer, that is the whole point of sending him to jail. i believe. American Judicial system can be very complexed as you have rightly pointed out. so it might work Against el chapo also.
