In What ways can one Invest N25m in agro-processing for MAXIMUM ROI?

I've looked at options such as Palm oil processing - which includes Palm kernel oil etc, Garri production, as well as plantain chips etc

Im wondering which of these and other options is best, and also which kind of machines make the most sense between locally fabricated ones from FIIRO and Chinese or European machines.

Also, lets feel free to include other manufacturing options such as exercise books, pencils etc...
