With the oil revenue, Babangida created the Federal
Environmental Protection Agency in 1985. He created
eleven state governments and several local government
councils. He had the Toja Bridge in Kebbi constructed. He
also created the Jibia Water Treatment Plant and the
Challawa Cenga Dam in Kano. In 1992, constituted the Oil
Mineral Producing Area Development Commission.
Babangida also increased the share of oil royalties and
rents to state of origin from 1.5 to 3 percent

Babangida issued a referendum to garner support for
austerity measures suggested by the International Monetary
Fund (IMF) and the World Bank , and subsequently launched
his "Structural Adjustment Program" (SAP) in 1986. The
policies involved in the SAP were:
deregulation of the agricultural sector to include
abolition of marketing boards and elimination of price
controls
privatisation of public enterprises
devaluation of the Nigerian naira to improve the
competitiveness of the export sector
relaxation of restraints on foreign investment put in
place by the Gowon and Obasanjo governments during
the 1970s. [1]
Between 1986 and 1988, these policies were executed as
intended by the IMF, and the Nigerian economy actually did
grow as had been hoped, with the export sector performing
especially well.

In 1989, Babangida legalized the formation of political
parties, and after a census was carried out in November
1991, the [ National Electoral Commission]] (NEC)
announced on 24 January 1992 that both legislative
elections to a bicameral National Assembly and a
presidential election would be held later that year. A process
of voting was adopted, referred to as Option A4. This
process advocated that any candidate needed to pass
through adoption from the local level to any height of
governance.
Babangida had formed two political parties, namely the SDP
(Social Democratic Party) and NRC (National Republican
Convention) for the elections. He urged all Nigerians to join
either of the parties, which the late Chief Bola Ige famously
referred to as "two leper hands." The two-party state had
been a recommendation of the 17-member Political Bureau.
The legislative elections went ahead as planned, with the
Social Democratic Party (SDP) winning majorities in both
houses of the National Assembly , but on 7 August 1992, the
INEC annulled the first round of presidential primaries,
alleging widespread irregularities. On 4 January 1993,
Babangida announced a National Defense and Security
Council (NDSC), of which he was president, while in April
1993, the SDP nominated Moshood Kashimawo Olawale
Abiola (MKO) as its presidential candidate, with the
National Republican Convention (NRC) choosing Bashir Tofa
to run for the same position. On 12 June 1993, a
presidential election was finally held, but no results were
ever announced, because Babangida annulled the elections.
It was however unofficially announced in some states that
Abiola had won 19 of the 30 states . That Abiola had
unofficially won the general election.[1

In 1984, Buhari passed Decree Number 4, the Protection
Against False Accusations Decree, [58] considered by
scholars as the most repressive press law ever enacted in
Nigeria. [59] Section 1 of the law provided that "Any person
who publishes in any form, whether written or otherwise,
any message, rumour, report or statement [...] which is false
in any material particular or which brings or is calculated to
bring the Federal Military Government or the Government of
a state or public officer to ridicule or disrepute, shall be
guilty of an offense under this Decree". [60] The law further
stated that offending journalists and publishers will be tried
by an open military tribunal, whose ruling would be final and
unappealable in any court and those found guilty would be
eligible for a fine not less than 10,000 naira and a jail
sentence of up to two years. Tunde Thompson and Nduka
Irabor of The Guardian were among the journalists who
were tried under the decree. [59]
Decree 20 on illegal ship bunkering and drug trafficking was
another example of Buhari's tough approach to crime. [61]
Section 3 (2) (K) provided that "any person who, without
lawful authority deals in, sells, smokes or inhales the drug
known as cocaine or other similar drugs, shall be guilty
under section 6 (3) (K) of an offence and liable on
conviction to suffer death sentence by firing squad." In the
case of Bernard Ogedengebe, the Decree was applied
retroactively. [62] He was executed even if at the time of his
arrest the crime did not mandate the capital punishment,
but had carried a sentence of six months imprisonment. [62]
In another prominent case of April 1985, six Nigerians were
condemned to death under the same decree: Sidikatu Tairi,
Sola Oguntayo, Oladele Omosebi, Lasunkanmi Awolola, Jimi
Adebayo and Gladys Iyamah. [63]
In 1985, prompted by economic uncertainties and a rising
crime rate, the government of Buhari opened the borders
(closed since April 1984) with Benin , Niger , Chad and
Cameroon to speed up the expulsion of 700,000 illegal
foreigners and illegal migrant workers. [64] Buhari is today
known for this crisis; there even is a famine in the east of
Niger that have been named "El Buhari". [65]
His regime drew criticism from many, including Nigeria's
first Nobel Prize winner Wole Soyinka, who, in 2007, wrote a
piece called "The Crimes of Buhari" [66] which outlined many
of the abuses conducted under his military rule.
Ahead of the 2015 general election, Buhari responded to his
human rights criticism by saying that if elected, he would
follow the rule of law, and that there would be access to
justice for all Nigerians and respect for fundamental human
rights of Nigerians. [67]

Your history is obviously dodgy and the realities are a bit far from the truth. In the first place it is the Indigenization policy of the Murtala administration that started the exodus of foreign interests in Nigerian industry. In the heydays of apartheid everything foreign was labelled colonialist, racist, fascist and they were nationalised or subtantially indigenised with obvious consequences.

Bythe time IBB came to power it was all gone. Industries that were lost during his regime were purely resulting from economic factors primarily due to the weakening of the purchasing power of the average Nigerian.

Also my take on the other economic missteps is simple. Yes he weakened the naira. This was to reduce the stress on the foreign exchange market which in princiole is to discourage imports and spur local industry but he failed to realise that the average Nigerian is lazy and prefers a quick ride to prosperity and so will not make anything he needs.

This hasn't changed till today. We are still poor, lazy and an unproductive nation of people who live far beyond their means. You cannot blame IBB alone for a cultural position.
