"When the enemy is relaxed, make them toil. When full, starve them. When settled, make them move."
- Sun Tzu, The art of war.

The recent resurgence of Boko Haram and the panic it is generating among innocent civilians is quiet worrisome. It is simply beyond logic how a ragtag group of frustrated bigots can sustain a war for more than 10 years. What is their motivation? Certainly not religion or resources. How are they sustaining their supply of weapons and essential commodities?
When the Niger Delta militants were on rampage, it was common knowledge that they steal crude oil and sell at the international black market. Even the bandits and kidnappers of the North West are known to fund their activities through the ransom they collect.
How exactly is the Boko Haram getting funding in the arid extremes of Borno state? Do they package our abundant sand garnished with sunlight and export for cash? Certainly NO!
We have to take the war to them by cutting off their supply routes, starving them and smoking them out. For this to be achieved, the government should consider the following steps.

1. PROSCRIBE THE ACTIVITIES OF ALL INGOs AND NGOs IN BORNO STATE.
The activities of the international NGOs in Borno state is similar to a situation of a man sitting in his house with a blown roof after a fierce storm desperate for a helper only for the helper to come and instead of him to fix the roof he decides to hang a painting or two on the wall with maybe a flower pot in the room. Their priorities are misplaced and with their policy of not taking sides in a war, they provide food, shelter and medical supplies to both the victims and the perpetrators of crime. The war cannot be won when the enemy is well fed. They should be sent packing or their activities should be confined to the state Capital.

2. DEVELOP A BIOMETRIC SYSTEM FOR ALL IDPS AND RELOCATE VULNERABLE VILLAGES.
The state government should relocate vulnerable camps and villages closer to bigger towns and the biometric system for IDPs will ensure for better planning and prevent infiltration by the insurgents. The government can afford it because no local government receives less than a hundred million naira monthly from the federation account and without it's citizens on ground there is no capital project going on. Each local government's allocation should be used to respond to the humanitarian disaster of it's people.

3. IDENTIFY AND CUT OFF THE SUPPLY ROUTES OF THE INSURGENTS
With the camps and villages safely out of the way, the government should stifle the insurgents by stopping the supply of all essential commodities to them. It is practically impossible to survive in the plains of northern Borno and environs without outside supply especially at this moment when agricultural activities are almost non existent.

4. OFFER A LARGE REWARD FOR INFORMATION ON THE LEADERS OF THE INSURGENTS
If the government announces an offer of a large reward with the promise of anonymity and amnesty to anyone that will lead to the arrest of the leaders of the group it will surely lead to a division within them especially because of the starvation and lack of supplies.

5. ORGANISE THE MILITARY AND OTHER SECURITY FORCES TO END THE INSURGENCY
If the government succeeds in cutting them off, they will start crawling out of their hideouts to seek for relief from imminent starvation. It is at this moment that the military will expect a weak resistance and it will be an opportunity to end the madness and carnage.
Our intelligence agencies should also find the international connection and any country found to be covertly or overtly involved should be sanctioned.

As long as there are Muslims in Nigeria especially Muslims who endorse sharia, Boko Haram can never be stopped! It's not the Goverment it's the clerics. Stop saying government have hand in this some might, but it's the clerics who support Jihad deep down but publicly condemn it.

Get Trump's or US support. I mean Nigeria must drop her empty pride.
Truth is, the Nigerian military as it is today may never defeat Boko Haram.

It's high time we go kneel before Trump and beg him.

Boko now have checkpoints in some parts of Nigeria,
A whole country on the defensive,

Your comment portrays you as the bigot you are who lacks an understanding of the religion ISLAM. The majority of Boko Haram victims are Muslims. This is a fact you or anyone can't dispute.

The fact is that Buhari is sympathetic to Boko Haram ideology. Or do you know any other country in the world that recruits terrorists in her army?

These suggestions sound logical and should be considered for adoption. We need ideas, not blames or inflammatory statements.

No 2 is ridiculous.
Successive governments have cited the high rate of Illitracy in the north as reason why we can't have electronic voting, so how do they intend to drive the initiative?

Truth but sad, Boko Haram will never end!
Tell me any country where terrorism gained a foothold but was later stamped out?

Our own case is even made worse by ethnic and religious bigotry by those who should have helped stamp out it out at the initial stage.

I agree that stamping out any fanatically ideological group, which has ruthless leadership is nearly impossible but its capacity can be whittled down drastically. But the case of Boko haram has been difficult because it has access to funding to buy good weapons and other essential supplies and the high population of jobless and skilless young men in North ensure easy recruitment. Any terrorist organisation with steady funding, weapons and motivated men would always cause havoc.

Apart from external funding which shamefully successive governments have not been able to track and block even if it's just one viable source, the people in the region in order to have some peace, provide them with amenities such money, foods, logistic Intel and cover.

Boko Haram is a major reason why southern peoples should vehemently demand for a broader economic and political restructuring so that innocent states will stop bearing the brunt.

But the greedy political class benefiting from the status quo will never have any of it.

Bokoharam was a creation of the Northern elites and political class who didn't want power to leave the North, didn't want to see other tribes in power plus they were hoping to use the insurgency to demand for amnesty from Nigeria's government.. All of them there know, forget the nonsense writeup.
