You are wrong, it is a Japanese prerequisite, after 22 you can't posses dual citizenship, no American will forfeit his or her citizenship by undertaking the responsibilities of citizenship in another country.

You can understand better by reading about the citizenship of USA and Japan. The Japanese is a very proud country.
