The advantage Africa have is we have a far younger population compared to Europe, Italy has the oldest population in Europe( that's why their case is higher in Europe) and USA. With no underlying illness and being young, recovery is normally around 2 weeks

Whenever you use "did" before any verb in a sentence, the verb must be in a present tense.
Hence your statement should be:
when did he "return"
When did he "contract" the virus.

Please i didn't do this to mock or shame you. No one is perfect and English no be our language self. But if we want to write or speak it, we should try as much as possible to do it well.
