This may sound strange to you but they may be underestimating the number. That Awkuzu SARS is the headquarters of human parts trade, this has been a common notion since my childhood. Most of the ritualists including politicians runs human parts business with the top officers in that station. What they does is if they arrest anyone and nobody comes for your bail after one week, they would have been sure that your people is probably not aware of your disappearance or that you're in their custody, they will bring you out from the cell and shoot you.
