Pls they both have powers in different capacities.

Just like asking between Customs and Immigration, who has more powers.

In a state, of course the governor is more powerful and wields more political power than the minister.

Well, I will say the Governor has more power.

The Governor has the power over every sector in the state. Unlike the minister whose power is restricted to his portfolio. Even with that, the power can be checked and restricted by the Governor of a state.

Only few ministerial posts have some kinda power which is a little bit high, Justice, finance, “internal affairs” and mining (cos of the mining act). Others are just minor.

Had it been that Nigeria is practicing a true federalism, the Governor would be more powerful than the president in his state, the president would need going extra miles, triggering some clauses in the constitution to beat the Governor in his state.

The powers of a governor is incomparable to that of a minister... A federal minister is more of a commissioner with a wider portfolio and reach. His powers are derived from how close he is to the president and political network.
A governor is a constitutional executive. When he enjoys immunity like a president, u can begin to imagine just how powerful and how much resources he administers
